Pattaya Mayor Poramet Ngampichet has addressed growing concerns surrounding the controversial abandoned waterfront condo at Bali Hai Pier in South Pattaya, following multiple public inquiries. The fate of the structure remains uncertain as legal complications continue to unfold.

The National Anti-Corruption Commission of the Second Region recently informed Pattaya City that the Certificate of Utilisation, which formed the basis for the waterfront condominium’s land title deed, was issued for land that was not previously occupied. This raises significant legal questions regarding the legitimacy of the deed.

The Ministry of Interior had previously classified the area as a restricted zone, prohibiting construction on certain lands, including mountains, under Section 9 (2) of the Land Code. Consequently, the land title deed is deemed legally invalid.

Pattaya City awaits the Land Department’s final decision on whether to revoke the land title deed before taking further action. If the land title deed is revoked, the land will be designated as public property, and Pattaya City, in collaboration with Bang Lamung district, will move forward with demolition in accordance with the Ministry of Interior’s Public Land Preservation and Protection Act 2010.

If the land title deed remains valid, Pattaya City will assess requests for modifications to the building, ensuring compliance with the Building Control Act of 1979 and other relevant regulations, reported Pattaya Mail.

The legal dispute continues to generate public interest, as residents and officials await a definitive ruling on the future of the controversial development after decades-long legal battle.
