Who qualifies for 2025 Thailand welfare cards?

Thailand will open registration for a new round of state welfare cards next month, aimed at supporting low-income people and vulnerable groups. It has been two years since the last registration round, from September 5 to October 31, 2022. This time, the government is gearing up to help even more people in need, with a financial aid package of 1,545 baht per month.
To be eligible, applicants must meet the following 10 qualifications: They must be Thai nationals, aged 18 years or older. Individual annual income should not exceed 100,000 baht, and the family’s average income must also be no more than 100,000 baht per person per year. Financial assets, including deposits, bonds, and other debt instruments, must not exceed 100,000 baht per person.
Applicants must not own real estate or land exceeding the limits set by the Ministry of Finance. They must not own a credit card, must not have home loans above 1.5 million baht, or car purchase loans of 1 million baht or more.
Additionally, they must not be monks, novices, prisoners, civil servants, government employees, pensioners, political officials, or hold any position that receives monthly benefits.
The government is targeting two main groups. Existing cardholders, totalling 14.5 million people, will not need to re-register as the Ministry of Finance will automatically review their eligibility.
New applicants are estimated at 10 million, including those who have just turned 18, missed the 2022 registration round, did not confirm their identity, or have never received state welfare before but now meet the qualifications.

Qualified people will receive 1,545 baht per month in benefits. This includes 300 baht for purchasing essential consumer goods, 750 baht for public transportation costs, an 80 baht cooking gas discount every three months, 100 baht per household per month to ease water bill expenses, and 315 baht per household per month to help with electricity costs.
Registration will be conducted via the Tang Rath application, designed to streamline the process and make it more convenient for applicants.
Deputy Minister of Finance Julapan Amornvivat stated on February 5 that the Fiscal Policy Office (FPO) is revising the registration criteria to ensure that only those truly in need benefit from the programme. This includes tightening checks on financial assets, including land ownership, lottery winnings, and bond holdings, reported KhaoSod.
