EM tagged foreigner lures Pattaya women into robbery and assault

Women in Pattaya have warned each other after a foreign man wearing an electronic monitoring (EM) bracelet allegedly lured them into hotel rooms to rob and murder them.
The Facebook page เดินรอบพัทยา (which translates to Walking Around Pattaya) shared a video of the accused foreign man, along with a warning to local women. According to the page, the foreigner frequently dresses in all-black clothing and loiters near Pattaya Beach in search of potential victims.
The page reported that the misogynistic man approached Thai women and invited them to a hotel room for sex. However, upon arrival, he would forcibly take all their belongings. He then brutally assaults the victims and reportedly attempted to murder some.
Some victims revealed on the page that they were strangled and attacked in the hotel bathroom. One woman managed to escape both robbery and assault by fighting back, injuring his testicles with her sharp fingernails.
Many victims lodged complaints with the police, but officers claimed they could not take action because the incidents were not classified as flagrant offences. Since the law offered no recourse, the victims turned to social media to warn others.

Police inaction
Netizens pointed out that the foreign man’s EM bracelet indicated he previously committed a crime in Thailand. Many also criticised the lack of action from the local police.
“Thai laws are so weak. The police wait until someone is hurt or killed before making an arrest.”
“What are the Thai police waiting for? Do they need a Thai woman to die first?”
“This man is dangerous. Why are the police doing nothing?”
“How can he have an EM bracelet yet continue committing crimes? What are the police thinking?”

Several women shared similar experiences in the comments. One stated that she was robbed by a foreign man, though not this particular suspect.
Another woman mentioned that she often saw this man on Pattaya Beach but had never accepted his advances. He even claimed that he had gone bankrupt after being swindled by a Thai woman.
A Thai man also shared that he frequently saw the foreign man on Jomtien Beach last year. While the man acted like a tourist, he was convinced that he was actually a homeless foreigner, and later realised he was right.
As of now, local police officers remain silent on the issue, and administrative officials have yet to respond.
