Immigration Bureau arrests two foreigners for sexual offences

The Immigration Bureau 3 apprehended two foreign nationals involved in sexual offences. The first suspect, 68 year old Rudolf, was arrested for indecent acts with a minor, while the second suspect, 41 year old Oliver, was charged with abducting and sexually abusing a minor.

Police Lieutenant General Phanumart Boonyaluck, commissioner of the Immigration Bureau, ordered a crackdown on crimes related to foreign nationals, focusing on those who violate laws, commit fraud, or engage in illegal businesses. Police Major General Chairit Anurith, commander of Immigration Bureau 3, along with his team, arrested the two suspects for sexual offences.

Rudolf, wanted by the Pattaya Provincial Court, cooperated with a Thai accomplice to contact the guardian of a girl, referred to as A, in Surat Thani province. He persuaded the guardian to allow him to adopt A as a foster child, promising to support her education in Chon Buri.

The guardian, believing it would benefit A, agreed. However, the Pattaya City Police later received complaints about Rudolf’s behaviour. They searched his residence, finding an external hard drive and flash drive containing explicit images and videos of A, including footage of her bathing.

During the investigation, A confirmed Rudolf had molested her and forced her to take photographs. When she refused, he threatened her.

Police apprehended Rudolf, but he was released on bail and fled before the court’s verdict. Investigations by Immigration Bureau 3, along with Pattaya City Police and Division 1 of the Crime Suppression Division, led to his capture at an apartment in Nong Prue, Bang Lamung district, Chon Buri. He was subsequently sent to the Pattaya Provincial Court for prosecution.

Oliver, wanted by Chon Buri Provincial Court, faced charges of abducting and sexually abusing a minor under 15 years. This incident dated back to April 4 last year, involving Oliver’s entry into Thailand as a tourist.

Through a dating application, he arranged to buy sexual services from a Thai woman. After committing the offence, he fled the country.

On February 18, police discovered through IT systems that Oliver had re-entered Thailand and was hiding at a hotel in Nong Prue, Bang Lamung district, Chon Buri, where he was arrested.

Pol. Maj. Gen. Chairit highlighted the significance of addressing foreign nationals’ crimes, especially sexual offences. These crimes tarnish Thailand’s image as a nation focused on tourism, natural beauty, and cultural heritage, reported KhaoSod.

He urged police investigators to prioritise such cases. Chairit noted the differences between the two cases: the first involved exploitation under the guise of assistance, while the second concerned a dating app encounter where the suspect claimed ignorance of the victim’s age. He emphasised fair investigation and cautioned tourists about using dating apps responsibly.
