The issue of call centre scams is a significant concern in the Southeast Asia region, following revelations by Rangsiman Rome, an MP from the People’s Party. The MP exposed a fraudulent network causing distress for many.
Rangsiman recently posted an image of an arrest warrant for Mong Chittu, leader of the Border Guard Force (BGF), alleging that the high-ranking officer is behind a major global call centre scam, leading to the Department of Special Investigation (DSI) issuing an arrest warrant for Mong.
Mong, also known as Colonel Saw Chit Thu, is the current leader of the Karen Border Guard Force.
Previously, he led the Democratic Karen Buddhist Army, which split from the Karen National Union, aiming to liberate the Karen nation and fight against Myanmar’s military. He later joined the BGF, establishing good relations with Myanmar’s army.
In January last year, Mong announced his disassociation from Myanmar’s military, refusing their salary and benefits, declaring neutrality, and renaming the BGF as the Karen National Army (KNA). However, he eventually returned to support Myanmar’s military in April of the same year.

Chinese collaboration
The Karen Border Guard Force manages Myanmar’s Myawaddy province, an area with numerous Chinese-backed businesses and casinos. Mong collaborated with She Zhijiang, a Chinese entrepreneur, to develop She Kokko City and KKPark, known for hosting call centre gangs and severe human rights violations.
Despite BGF’s denial of involvement with call centre gangs, reports suggest they benefit from Chinese investors by allowing illegal businesses to operate in the area. They provide protection for these enterprises, receiving substantial funds in return, which are used to purchase weapons for conflicts with other groups.
The Department of Special Investigation (DSI) presented evidence to the attorney’s office, human trafficking division, to discuss strategies leading to Mong’s arrest warrant. He, along with two other BGF leaders, Lieutenant Colonel Moe Tone and Police Major Tin Win, are implicated in an Indian human trafficking case, involving eight victims deceived into using Thailand as a transit to Myawaddy, reported Sanook.
However, the prosecutor’s office deemed the evidence insufficient and advised the DSI to gather more evidence before proposing an arrest warrant for the three BGF leaders to the court.
