Phuket Poll: Fair to have English tests for UK spousal visas?

PHUKET: All Thais must now pass an English-language test in order to be granted a visa to stay in the United Kingdom on the basis of being a spouse or legal companion of a UK national.
Is this new restriction, which applies to all non-Europeans, appropriate and fair?
