Phuket Poll: Is the 80-meter building regulation being enforced?

PHUKET: In order to minimize deforestation, the government in 1996 put a ban on the construction of all permanent structures above 80 meters in Phuket.

How effective have local governments been in enforcing this controversial rule, which greatly limits the value of properties above the specified height?
