CN, in an emailed statement, called on the labour minister to step in, claiming that a deal is impossible without a cooperative partner. Although MacKinnon can refer the dispute to binding arbitration, the government prefers a resolution through negotiations.
Business associations have also appealed to the federal government to prevent a stoppage, urging Ottawa to take action to avoid economic disruption. The Teamsters have accused CN and CPKC of seeking concessions that would undermine worker safety, a claim both companies deny. Dean Roberts, director of the Canola Council of Canada, warned that failing to reach a deal would lead to a significant crisis.
