What do "the systems for graft and corruption" have to do with it? It's not one or the other and Khaosod, where this was reported, writes far, far more about "the systems for graft and corruption" on a regular basis than it ever has about foreigners skipping quarantine.

The police lied at least about one of the six travelers who were “on the run” from Koh Chang. The truth is, that he got a written confirmation about the negative result of the test on arrival. He didn’t change his accommodation at all and slept every night there. But his name and picture was seen everywhere on internet. 

The “escaped” traveler from Israel was infected and healed within a few days.

The things are not even close as easy as you think.

This report is on two French arrivals on Phuket, not the six on Ko Chang you're referring to. 

You've also completely misunderstood what the six on Ko Chang were wanted for and what rule they broke - it was nothing to do with their "test on arrival" but because they left before they had the results of their second tests, which were positive.

Even if not infected at all he still broke the rules.

No, they're very "easy" indeed. 

They all broke the rules and put other peoples' lives at risk, and these are just the ones who tested positive which suggests far more are breaking the rules who test negative.
