Knowing how people like to push the rules maybe they need to specify its not only worn but securely fastened, but then again that could be another fine I guess.

They’ve obviously decided it’s time to make this one exist.

“Culture” is the only “law” here. There have never been any “existing laws” here than cannot be ignored or circumvented by connections & cash. Immigration even has a written official “rule” that any rule in their regulations book can be overruled at (senior) IO discretion……says it all really…….no “connected” people in prison here either, all very poor lowest level “criminals”, mostly fall guys for gang leaders.
