The site of the escape is on loan from Military Circle 11 as a temporary prison to hold inmates.

So can we assume that this happened on a military base?

Would say a lot about the base security or lack of.

Talking of security on at a military base:
About ten years ago I was working for a company in Bangkok. It was January and the Children's Day celebrations meant the company had a stand for the open day at an area on the Utapao base where the airport is (but away from the airport).

There were five of us in a car. When we got to the entrance it said in Thai that all ID must be shown. A soldier at the gate saw me and asked one of the others in the car why the ferang was with them.
The girl he spoke to explained we all worked for the same company and were setting up our stand for the open day. The soldier left us through.
The irony was he didn't check any ID. If he had, he would have realised the girl he spoke to was Chinese with a work permit, the same as me. Just because she spoke good Thai he made the wrong assumption.
