Police and Government should focus on the source instead of catching the retailers.  It is manufactured and exported, the country of origin does not stop such activities, the importers at Thailand import the items for business, the poor people who does the retailing to make being caught up.

In a community rich can afford originals, however the middle and poor would like to go for options, this is all business, there is not point in stopping it and advertising.

Is it going to be an deterrent to retailers ?  Are they going to stop ?  the possible answer is " NO", as long the importers are importing the goods, the retailers will find methods to sell it, you will find still consumers for this goods.
