Well we are nearly in "Grey" already and haven't opened yet.

Under the grey scenario, in which the vaccination rate from October to December misses its target, there would be a rise in the infection rate to the same level as pre-lockdown, with daily infections potentially reaching 10,000

Add in the missing ATK 's and we are already above the Gray scenario

They left out a scenario: the "Red" scenario. Where the influx of tourists causes a surge in new infections. It's well known that fully vaccinated people can still get Covid and can spread it to others. We'll see what happens as the tourists come in (if they come at all).

True. A vaccinated tourist (or anyone for that matter) can still contract and spread Covid. But you won't get seriously ill or die as a result. Vaccination also reduces the risk of spread. The Health sector are really worried about a few things. Being inundated with critical cases and having no ICU beds. People who are as yet unvaccinated and not having the supply of vaccines. Medical Staff who are exhausted and overworked.
