Thailand pass

I'm confused, Thailand pass operates from 1st November, the website does not operate until 2nd November. Do you apply before you go or when you get there.

Presumably, you will need to follow the existing COE process if you are applying before November 2nd. Here is an excerpt from another article. 

The Ministry of Foreign Affairs has begun the process of replacing the Certificate of Entry with the new Thailand Pass which will be accepted from November 2. The Ministry announced that tp.consular.go.th will be live for people arriving in Thailand after November 2 to register for the Thailand Pass.

Anyone who has already received their CoE can use it as normal, but new ones will not be issued and will instead shift to the Thailand Pass. All extra fees paid that aren’t necessary with the new rules going into effect on November 1 can be requested as a refund from the traveller’s hotel.

I guess the question (well..one of the questions 😄) is if a person wanted to start planning and booking flight + hotel for mid to late November would it be better to go ahead and apply for COE or wait for Thailand Pass? Free cancellations are not always available which could cause a large extra expense.

As of today we're looking at around a week before TP online application goes active. Wait or COE?

You apply via the Thailand Pass to upload documents to receive a QR code before you go.

Embassies are no longer accepting applications for, or issuing the COE.
You can do nothing now until the TP goes live.

Update on the above.
It appears at least some Embassies are stating you can still apply for a COE up until Nov 1st for entry up to 9th November. It's a absurd situation.

Friend of mine returning from Dubai early November was advised Friday by the Thai company who employs him that he will still need a COE for his return on the 11th for which they have booked his flights for ! Talk about confusion. Seems like far many left hands not knowing what their right ones are doing. He is not bothered but imagine  tourists, if there are many, trying to find the facts.

It's currently a circus act, with too many clowns involved.
