Though true to Thai style, nothing has been officially confirmed just 2 weeks before the grand reopening, the United States, United Kingdom, Germany, China, and Singapore are more than likely candidates to be among the first 10 countries to be allowed to enter without quarantine, according to the spokesperson for the CCSA. There is no need to name the countries permitted to enter; everyone already knows that citizens of the world over are straining at the leash to arrive here and will happily accept a day or two's notice.

No tour operator in the US, UK or EU is going to waste their time even adding Thailand onto their list of countries. Their customers already have a vast array of countries that offer easier access and full on life, not the semi open prison with no nightlife that Prayuth envisages. Who is going to fly for 10 or more hours wearing a mask to artive, take another test, stay in quarantine one night and then be tracked like a criminal wherever they go. Dream on Prayuth, you have not delivered anything but misery since 2014 and you certainly aren't going to bring tourists here by wasting 600 million baht on an aging operatic singer and a local gal who had to go to Korea to succeed.

I might just fly for two hours and there's a plethora of like minded persons around here though. Those travel agents must do as they see fit.

... the reopened arrival destinations ... will expand to 17 economically significant provinces across the country ...

I wonder what happens if a tourist goes to an economically insignificant province .....?

It just seems an absurd restriction / condition to make, as if you're driving you've no option but to go through "closed" provinces to get to the "open" provinces.

Apart from the islands, like Phuket, it has to be blindingly obvious that once this starts everywhere's effectively open.
