Not counting the 8 floors, 90% was pre-sold, but we have no idea what % was paid - deposit only, progress payments, or in full?  After 5 years I daresay many 'buyers', or those still living, would walk away from deposits and not wish to complete.

A practice among hi-rise developers is to promote a % of the better apartments as SOLD just to encourage sales.  Common on Australia's Gold Coast, sales staff would use the ploy as leverage.

Same tricks as the time share sharks used in the 70's in the Canary Islands and elsewhere
