"Despite the progress made this week in administering vaccines, the province is still some way short of its reaching target of vaccinating 70 percent of the local population before October 1 – the date when it is hoped Hua Hin will open to vaccinated foreign tourists."

I think that opening either Hua Hin or Pattaya this year will be a disaster.  It is very clear that the majority of Covid infections in Thailand are 'sourced' from Bangkok - whether cheap labour brought it in or not. If Hua Hin or Pattaya are re-opened before this thing is under far more control and the vaccinations in Bangkok are much higher, then I think there will be more outbreaks as both those places are were people in Bangkok will go to 'party'. Far too risky until things are far more under control in both those places and Bangkok.
