I have to be in Bangkok for business around early October. Whilst closed bars and restaurants don't sound enticing, the sandbox sure as hell beats a fourteen day stay in a Bangkok hotel room.

A scooter or regular taxi up to Big Buddha on a clear day is worth it for the views.  From there one might head into Central Phuket mall, usually opens at 11am (depending on covid restrictions).  Perhaps a ride back over Patong hill and thru Patong to complete the circuit.

For a day at the beach with more people around and far more shops/cafes etc open, Kamala Beach is nice. 

Nothing really close to Kata that I can think of.

Hire a bike Tech then like the Captain said have a ride into Patong. If you like excitement take the bike down Patong Hill don't forget to press the horn on the top to say hello to buddah then pray your Brakes are working and a truck isn't behind you with Dodgy brakes lol .

Definitely get a moped, and drive around.

Rawai is nice to visit, and not that far away, tons of decent little cafes and restaurants there.
Head towards Kata Noi, turn right at the big gold pot headed up the hill, its a steep hill.

Go over the mountain, stop at Kata Point, take some photos, then continue on down past the elephants, and the shooting range etc, turn right at the bottom, and head over to the beaches or just drive around a little.

Rawai has Nai Harn beach, Ya Nui (one of the best little beaches in the area imho), Phromtep, and just past that the wind turbine which has a nice view of the area.

As someone in the Middle East, I can tell you that many people would, and do, come specifically for the rain and cooler temperatures at this time of year.
