The storyline of Covid-19 in Vietnam has run very similar to Thailand with early successes and recent widespread outbreaks. Now, just as Thailand is working on a domestic mRNA vaccine, Vietnam is developing its own locally created and manufactured Covid-19 vaccine, and the progress is promising. Vietnam, like Thailand, started strong throughout 2020, being among the first countries to detect Covid-19 infections, acting quickly to enact strong proactive defences and lockdowns, maintaining very low infection numbers, and allowing life to return to relative normality. Then around April, just like Thailand, infections started spreading, the Delta variant (and a hybrid variant) […]

translated would be "Thailand started out strong not testing and therefore no virus found"

What would have been the point in wasting resources on testing last year?

There were no excess deaths last year (the number of deaths overall and in hospital actually went down,  apparently due to less flu deaths and less RTAs), and few reports of  people ill with Covid-19 symptoms, indicating pretty conclusively that "infection numbers were low".

probably could have found the virus and actually ordered vaccines in advance

Known / tested case numbers are now one thousand times more than last year, and there's still little sign of any urgency to order vaccines.

When Anutin reportedly turned down AZ's offer of five or six million doses a month recently and told them we only needed three million there were several hundred times more known / tested cases than last year.

Whatever the reason is for not ordering vaccines, and most people I know have little doubt, it clearly isn't down to a lack of testing last year.

Can you try this again in English?  You appear to be making several claims here but the fragmented writing is obcuring any actual statements.
