The negative spike was when there was harder lockdown. Possibly due to less people being killed on the road. You must agree that the graph shows around 5-10% more than “normal” or non-Covid years, spiking to 42% with the current wave. By the way, there were approximately 500,000 deaths of all causes in Thailand in 2019. So you are either making up the 900,000 or you are looking at the data wrong. Which is it?

I note that nobody has replied to you so this is what I think for what it’s worth.
1) You need to check what the Canadian authorities require for entry as that will determine what evidence of vaccination you will need.
2) It is likely that certification issued by a government authority will be required. Thailand and UK authorities require government issued certificates not private hospital or other non governmental certificates.
3) The certificates issued by Thailand health authorities are issued at 3 locations in Bangkok and you can find details of the process on another thread on this forum.
