"Nearly 90% of that will be earmarked to projects like catching Thailand up with universal accessibility designs for public facilities. This and other investments would raise the standard of tourism to be in line with other popular tourist destinations."

By public facilities do they mean more luxury watches for officials?

Sorry I meant vacations homes.

Actually a good compromise would be to have this enacted temporarily to fill up the coffers lost to unpaid insurance claims, then suspend when it's full. Wouldn't mind that.

It would be great IF the money raised was spent on the projects mentioned but sadly as we all know most if not all of it will end up in the pockets of corrupt officials. Not of course that this is only restricted to Thailand.
