Just allocate an area away from the beach as food court and put all the vendors there. Draw the line. No vendors in open beach. Those who wanted to have food, just walk in to the food court and enjoy the food. No food outside the food court. Simple as that

I will just repeat my post from the other day for this one. 
 

IMO and in all fairness, Street food is part of Thailand’s history and for many, an attraction. Yes on Jomtien beach it has become totally out of hand and causes mayhem. 

It needs to be organised and managed. With a market manager. Create an area on or near the beach with clearly marked areas (the usual motorbike & sidecar size). Those using them will have a fee collected on the day by the market manager. The fee should not be extortionate but enough collectively to pay for the market manager and the nightly cleaning of the area. Allocation on a first come, first served basis. No reservations. 

Yes their is likely to be all of the following, nepotism, cheating, bribery, etc, etc, etc. but it’s a start and a way forward for those that make a living and those that love street food. Infringements could be dealt with week/month ban’s from selling in that area.

Beach chairs and tables (all the same) can be rented from the municipality. Collected by the user with a return deposit. Fees for use such as 50 Bht per chair and 50 Bht per table for as long as you want up to a closing time. This gives the opportunity to bring in money for the municipality, to pay for setting up the area and continue improvements.
