I don't know what the maximum penalty is, but if Thailand is actually serious about doing something to stop this behavior, then nothing less than the maximum penalty is acceptable.

The smugglers bought them off someone who bought them off someone who was paid by someone to trap the animals in the first place. Illegal smuggling of animals is a long time problem in Thailand. Shame there is not any legal financial motivation for the cops to follow the supply chain backwards such as exists for drug cases. Implement that and the cops get more money and the incidence of this crime falls.

If you're gonna be smuggling all these wild animals, don't do it like it's fruit. "Oh, do you think they'll notice our overstuffed x number of luggage?" One maximum penalty for smuggling, plus another for being idiots.

Does cruelty to animals come into the charges as well as the other charges? Cruelty to animals carries very stiff penalties here.
