A Thai man in the northeastern province of Nakhon Ratchasima has been arrested after being caught using free electricity for the past 6 months. He was Bitcoin mining. Jumping to conclusions should be an Olympic sport (if only because huge jumps like that one would be an impressive sight).

The fact that something isn't mentioned doesn't mean it's not there (especially since This Is Thaiger). It's just that the police wants to get a complete picture before deciding which charges (i.e. criminal and/or civil offenses) are applicable for prosecution. The source (Dailynews) is clearer/more complete in this respect.

Negotiate illegally tapping into electricity !! A fine and also look at 6 months worth of bitcoin mining as compensation

Business Week is WRONG, or else you misquoted. Several detailed reports have shown Bitcoin mining consumes ~0.16% of ALL energy sources - the same as gold mining - and produces 0.085% of all carbon emissions. About half of BTC mining uses renewable energy, much of which would otherwise be wasted, and that percentage is growing.
