The Royal Thai Police have announced that they have successfully solved 631 crime cases and other ‘issues’ for residents this year. 147 more cases are still waiting to be solved or ‘fixed’. Some of the outstanding cases would be transferred to the relevant departments as they were beyond the police’s abilities and responsibilities. That’s a pretty impressive result. 631 cases solved and only needed 230,000 police to do it. Things are looking up! 

So much vagueness - do they mean foreign residents ? 631 cold cases or total cases?

All done with the use of a 'report card'.
That seems to mean they solved these cases by writing down the information. Incredible!

I wonder what the score card is like for the Police Internal Investigations Unit ?  very , vey low I suspect

(Barring the case against  Joe Ferrari of course)

Yes but no one in school fails here even if you do fail you still get 50%. I wonder if they take away all the CCTV then what would they have? Or take away the scapegoat who gets caught and the other several who get away. They can toot their own horn all they want but not going to buying it as relevant.

Dob in a person hotline must be at least 1000 cases, so 400 must be providing substantial brown envelopes to not make the list.
