many teachers will use a ruler to slap a student’s hand as a punishment. Some say that the punishment is considered physical abuse and violates the child’s rights.

How could it not be physical abuse?
Such "teachers" do not belong in school.

I understand that corporal punishment is still used and tolerated in Thai schools whether you agree with it or not this case is way beyond that. The teacher should be deregistered and charged.

Discipline is essential norm.

Even mother beat the child to inculcate discipline.

At some times teacher who teach students does beat to get quick response on essentials.

This is a proven method, if an generation of pupils are to make better citizens, discipline is the at most.

Beating and hitting brings quick results.

It is Essential part of Education system.

Using violence to instill discipline teaches children that  discipline is about controlling people, whereas true discipline is about people controlling themselves. Even worse, it teaches children that violence is an acceptable, perhaps even preferred means of winning disputes. It's not.
