Following the reports of the dead body, the Mueang Pattaya Police Station commander warned foreign tourists “to be mindful of their safety and to not drink too much alcohol”.

Police officers are questioning locals in the area and are reviewing CCTV footage. The commander told Thai media that police will wrap up the investigation as soon as possible.

Seems like the case has already been solved .

He was drunk and wasn't attacked or robbed or anything like that

At a guess, by his face?

Or other equally visible parts of his anatomy ... reportedly one of the two T-shirts had Russian writing on it ...

I seriously doubt the Russian / Ukrainian relationship is as healthy in Pattaya as it was portrayed earlier in the Mail with their parade.  There was a fight at a local market in Ayutthaya recently between a Russian man and a Ukrainian woman with her son.

Wouldn't surprise me if it was a drunk suicide with everything that has been going on.  A lot of guys are offing themselves.  Sad times.
