According to the UN Charter, any people living in any country, including Ukraine, has the right to self-determination.  Including the Russians living there.

The Ukraine already had a referendum on that, seems Putin doesn't care.

yes, in 1994, at a referendum in Crimea, the majority of residents spoke in favor of a deeper integration of the peninsula with Russia and strengthening of autonomous powers. This continued until 2014, when neo-Nazis came to power in Ukraine and one of the first decrees canceled all the privileges of Crimea.

Also, I'm sure you know about the independence referendums in the DPR and LPR in 2014.

While sleepy Joe can't figure out if his basement has been invaded or not, he can simply send Hunter... he's an expert on the region. Wasn't he an oil and gas oligarch for a while in Eastern Ukraine?  He could surely use his influence over there and get things sorted? Maybe another billion dollars? 🤣😂🤣

That might be the reason, that Europe countries did grow in numbers , about 15, after 1990. But this right is, of course, always depending on pov: Jugoslavia:Good - Ukraine:bad

If I remember that right, that was the reason for some squatter in Spain, mostly Romani families, lots of members (no insult intend, just naming facts), to stay in houses, occupy fincas, for years: The rightful owner didn't care that ground and did not kick all of them out in he first 48 hours again.
