Amazing. They know Chinese run these scams but they are never arrested.  WHY?

They are arrested and the Chinese scammers are deported to China where they face the music. Cambodia has had hundreds of chinese deported in recent month because of the same scams. These Criminals are also active in the Philippines and many other countries around the globe. https://cne.wtf/2020/01/08/61-chinese-deported-from-phnom-penh/

There'll be more scams, as long as there are gullible and greedy "investors"... supply and demand.

Combined Thai-Cambodian police task force nab 21 Thai nationals in Cambodia on fraud charges, the Cambodian perspective

There is a bit more than meets the eye. Now we're also witness copycats from Vietnam using the same system. In my view it should be easy to stop this kind of crime by simply monitoring the bandwidth they use on the Internet/Provider. A converted Holiday Resort in Kampot which was turned into a Online-Gambling etc. Concentration Camp invested heavily in Blinds around the perimeter and Surveillance Cameras and even higher Amps on the Power Supply Lines.

Nobody knows where the inhabitants were moved to.

It took a mere 4 Month before they had to flee with an estimated 300 fraudsters of different nationalities over night. Big Bus and Truck and zero inhabitants left. Kampot's new Gouvernor Mao Thonin leads the way ! He told the Police "do your job and no more excuses". High Five, Cambodia is getting on the right track.
