More tests - more cases?

Am I the only one who thinks that they are not really testing locals and it is the only reason why they had low COVID numbers?

And now that they have started testing visitors they are bound to find more new cases, especially on Day 5, which are, surprise-surprise, tourists have mostly got from local people 😉
