Foreigners with valid visas can now enter Vietnam without having to get approval from the immigration offices or local authorities, starting from Tuesday as the government eased entry processes for easy comforts. This means people with valid temporary residence cards (TRCs), permanent residence cards (PRCs), valid visas, and valid visa exemption certificates will be able to enter Vietnam without any permission from the relevant offices. Strangely enough my invalid visa wasn't accepted. Gobsmacked.

I believe you can get a new visa, but you have to do it through a tour group, which requires something like 7-10 days in a relatively expensive resort.  Hopefully they will open it up for online tourist visas again soon.
