They only become a visitor once they hop off the plane and they arrive in Phuket, they are applicants. Plenty of time to Cancel, which has been reported that many have done since Test and Go has been removed at this time and all that remains is the sandbox.

He thinks current Covid numbers are a success, wonder what numbers classify as unsuccessful?

They sure as hell do not inspire me to head to Phuket for a week or two.

Numbers are up in Phuket because test and Go was suspended and so were the other sandboxes, which made Phuket the only way to enter Thailand. Now that other sandboxes are to open, that demand will be spread. So not a reason to get too excited.

4,000 apps daily.

I'm finding all this terribly difficult to believe, these days.

Might be another case of exaggerated fancy from the Thai authorities.
